Train passengers in the EU are entitled to partial refunds in the event of significant delays - even if they are caused by severe weather conditions.

The European Court of Justice ruled that under existing regulations, rail companies were not exempt in cases of "force majeure".

It says compensation is due for delays of over an hour.
