Sen. Susan Collins has announced that she will vote "no" on the Graham-Cassidy bill Which likely ends the GOP's latest attempt to repeal Obamacare. Both Sen. John McCain and Sen. Rand Paul have also stated they will vote against the bill. Collins was also one of the three senators who voted against the repeal in July.
