China does not want the South China Sea issue to be put on the agenda, and says that the ASEAN conference should focus on regional cooperation instead.

China says negotiations over the Sea should be one-on-one and not involve others.

US Secretary of State Hillary Clinton says that will only lead to more confusion and a higher probability of conflict in an already tense situation.
